Thomas Woodrow Wilson (December 28, 1856 - February 3, 1924), better known as Woodrow Wilson, was an American politician and academic who served as the 28th President of the United States from 1913 to 1921. Born in Staunton, Virginia, he spent his early years in Augusta, Georgia, and Columbia, South Carolina. Wilson earned a Ph.D. in political science at Johns Hopkins University, and was a professor and scholar at various institutions before being chosen as President of Princeton University, a position he held from 1902 to 1910. In the 1910 election, he ran for governor for the New Jersey Democratic Party and was elected New Jersey's 34th governor, from 1911 to 1913. As a candidate in the 1912 presidential election, Wilson benefited from a split in the Republican Party, which gave him a wide margin in the Electoral College with just over forty percent of the vote. He is the first Southerner to be elected President since Zachary Taylor in 1848. Wilson was a major force in the Progressive movement, strengthened by his Democratic Party's control of the White House and Congress in 1912. Upon taking office, Wilson reintroduced the State of the Union address, which had not been used since 1801. As head of Congress, now in Democratic hands, he oversaw the adoption of progressive legislative policies unmatched until the New Deal in 1933. These included the Federal Reserve Act, the Federal Trade Commission Act, the Clayton Antitrust Act and the Federal Farm Loan Act. Having taken office a month after the Sixteenth Amendment was ratified, Wilson called a special session of Congress, whose work culminated in the Revenue Act of 1913, which introduced an income tax and lowered tariffs. By passing the Adamson Act, which imposed an eight-hour workday for the railroads, he averted a railroad strike and the ensuing economic crisis. When the First World War broke out in 1914, Wilson maintained a policy of neutrality, but pursued a more aggressive policy in the face of the Mexican Civil War. Wilson faced former New York governor Charles Evans Hughes in the 1916 presidential election. By a narrow margin, he became the first Democrat since Andrew Jackson to be elected to two consecutive terms. Wilson’s second term was dominated by the United States’ entry into the First World War. In April 1917, when Germany resumed unrestricted submarine warfare and sent the Zimmermann telegram, Wilson asked Congress to declare war in order to make the world safe for democracy. During the war, Wilson concentrated on diplomacy and financial considerations, leaving military strategy to the generals, particularly General John J. Pershing. By lending billions of dollars to Britain, France and the other Allies, the U.S. helps them finance the war effort. Thanks to the Selective Service Act, conscription made it possible to send 10,000 freshly trained soldiers a day to France by the summer of 1918. On the home front, he raised income taxes, borrowing billions of dollars through the public purchase of Liberty Bonds. He created the War Industries Board, encouraged cooperation between labor unions, regulated agriculture and food production through the Lever Act and granted Treasury Secretary William McAdoo direct control of the national rail system. In his 1915 State of the Union address, Wilson asked Congress to pass what would become the Espionage Act of 1917 and the Sedition Act of 1918, which cracked down on anti-democracy activists. Repression was intensified by his Attorney General, A. Mitchell Palmer, and included the expulsion of non-citizen radicals during the first "Red Scare" of 1919-1920. After years of advocating suffrage at the state level, in 1918 he supported the Nineteenth Amendment, whose ratification in 1920 ensured equal suffrage for women throughout the U.S., despite opposition from the South. Wilson composed his government with Southern Democrats who believed in segregation. He granted department heads greater management autonomy. Early in 1918, he published his peace principles, the Fourteen Points, and in 1919, after the armistice, he went to Paris to promote the formation of a League of Nations, thus concluding the Treaty of Versailles. On his return from Europe, Wilson undertook a national tour in 1919 to campaign for the treaty, but suffered a severe stroke. Senate Republicans were deeply concerned about the treaty, and Wilson rejected a compromise proposed by Henry Cabot Lodge, resulting in the Senate's rejection of the treaty. Due to his stroke, Wilson retires to the White House, his disability having diminished his power and influence. Strategizing for re-election, Wilson skipped the 1920 Democratic National Convention, but his bid for a third term was rejected. A staunch Presbyterian, Wilson infused his internationalism with morality, an ideology today described as "Wilsonian" - a militant foreign policy that called on the nation to promote democracy around the world. For his sponsorship of the League of Nations, Wilson was awarded the Nobel Peace Prize in 1919, the second of three sitting presidents so honored.
